AI chatbots have been shown to be “unreliable and clearly biased” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democracy just eight days before the country’s general election.
Testing Reveals Repeated Partiality in AI Suggestions
The four chatbots evaluated by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a report published ahead of the 29 October election.
In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.
Some parties, such as the moderate CDA, “are almost never mentioned”, despite the fact that the user’s input exactly matches the positions of these political entities, the study pointed out.
Official Warns Against Using AI Chatbots for Voting Guidance
The deputy head of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that did not necessarily align with their political views, she emphasized.
“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their operation is unclear and difficult to verify.”
Voting Background and Political Landscape
Netherlands citizens vote on October 29 in an election that will be keenly observed around Europe for the performance of the Freedom party.
The far-right party of Geert Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with many voters still undecided.
Every significant political faction have ruled out an alliance with the Freedom party, implying the party that comes second is most likely to provide the next prime minister.
Unintentional Bias Linked to Chatbot Functioning
The AP emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
